You choose your loadout based on what you have at your safehouse (which will often be nothing if you play like I do). The last level for each syndicate is called a showdown and it requires you to find the correct target from a selection of suspects based on criteria such as what they’re wearing or traits they have such as sneezing from allergies or eating food.
Each campaign consists of 4 syndicates to take down while increasing in difficulty as you progress. However, you don’t have to complete every single mission in a chain to finish a campaign as the campaign will only fail if you’ve had a bad run of failed missions.
